Aménagement urbain et modes de transport : interdépendance et question d'échelle à travers l'étude des villes de Portland, Medellín et Grenoble

The research explores how the articulation between transportation and urban planning is currently put into practice in the planning process of different cities around the world. The research work covers the implementation process of the new planning tools, the TOD and the Contrat d’Axe in France, and the way in which these tools were able to put in place the new urban planning policies, targeting to limit urban sprawl and automobile dependence, and to contribute to the development of sustainable neighborhoods, integrating the principles of Smart Growth and New Urbanism. Several hypothesis were formulated and questions raised at the start of this research, related to the potential of the new policies of urban development around transport to create new urban fabrics, with better urban environment and public realm, and the potential of transfer of these new policies and planning practices and tools to cities having different geographical context and socio-economic background. The cities of Portland, Medellin and Grenoble and their metropolitan areas were selected on the basis of criteria related to the planning policies put in place, and the originality of the planning approach and implementation process. The relationship between urban development and modes of transport in these three cities, is analyzed through a selection of implemented projects, representative of the new planning policies.La recherche tente d’explorer comment la coordination entre transport et aménagement urbain est mise en pratique actuellement dans le processus de planification de certaines villes du monde. Ce travail est effectué dans le cadre de mise en œuvre des nouveaux outils opérationnels, le TOD et le Contrat d’axe, et la manière avec laquelle ces outils mettent en place les nouvelles politiques de planification, afin de lutter contre l'étalement urbain et la dépendance automobile, et contribuer au développement de nouveaux secteurs de ville ayant un environnement urbain de qualité, intégrant les principes du Smart Growth et du New Urbanism. Des hypothèses ont été émises et des questionnements posés au début de la recherche sur le rôle des nouvelles politiques d’articulation transport et aménagement dans la fabrication de la ville de demain, et leur capacité à proposer de nouvelles structures urbaines avec un environnement et des espaces publics de qualité. La recherche explore aussi le potentiel de transfert de ces politiques et démarches à des villes ayant des contextes et des milieux socio-économiques différents. Le choix de Portland, Medellin et Grenoble comme terrains d’étude s’est alors imposé sur la base de critères de sélection relatives à l’originalité des politiques et démarches mises en place dans ces trois villes et leurs aires métropolitaines.
