Pentahelix synergy in the development of halal health tourism

Indonesia in addition to having the potential to become a health tourism destination and halal tourist destination. However, the government has not maximally worked on the great opportunities of the health tourism industry, especially halal health tourism in Indonesia. This paper aims to theoretically analyze the development of halal health tourism with the pentahelix model approach. The literature study method used in this article found that halal health tourism as a tourism program that has not been declared by the government requires the urgency of development by synergizing the five elements in PentaHelix consisting of the government, universities or academics who play a role in academic and critical studies, the private sector as the owner capital to determine which businesses are profitable to be followed by the media, through publications that are right on the target of halal health tourism. Finally, the community or the Indonesian Halal Health Tourism Agency or Consortium carry out a comprehensive function (facilitating public-private sector collaboration in the pentahelix scheme). The practical implications of this paper are the urgency of the involvement of five actors in the Penta-helix model, especially the government and the community, to be carried out optimally to develop the halal health tourism sect
