In France, the defence of the shoreline is essentially a matter of social policy. It is largely a product of public policy development rather than the constraints dictated by natural processes. Among the dominant cultural practices that influence coastal policy are : 1. existing development, whose direction in the past two centuries is largely responsible from many of current problems at the shoreline ; 2. a cumbersome administrative network that is tied up in bureaucracy to such a degree that decisions are excessively delayed to the detriment of a dynamic and evolving coastal system ; 3. vested interests involved in applying coastal protection strategies and structures at the local levels.
