Aim: The article is devoted to the limits of the restriction of human rights and freedoms in the context of the pandemic. Results and Discussion: It is revealed that the narrowing of human rights and freedoms is unlikely to help overcome the threats from the COVID-19 pandemic. It is proved that the introduction of prefect institutions will not improve the epidemiological situation, and will unlikely to promote real coordination of efforts between the institutions involved, and people. Conclusion: The authors came to the conclusion that it will reduce institutional issues to the human factor, dependent on the human capacity in public administration, which is currently available.
