Totalitarismo digital e tecnologia política

The objective of the work is to point out some interfaces arising with the real possibilities brought about by artificial intelligence (AI) and the conditions and structures of centralized power. What articulates the premises brought in the text, between Political Technology - albeit as a concept - and the possibility of Digital Totalitarianism. Thus, we observe from a country that digitalizes practically all the Public Power until the AI already exists the capacity to manipulate this same power, as if it applied a type of digital coup d'etat or the digital coronelism - something that we know, for a certain national political reality (with Fake News). We use a brief bibliographical review - because it is a very recent political and technological phenomenon - and an injunction with the problems / challenges that are concretely revealed for Political Science. Therefore, we used the inductive method, starting from specific conjectures for general aspects and bibliographical research with a review of the reading of authors of sociology, philosophy and law, also contextualizing with news of the digital media in a temporal cut from January to August 2018. The most visible result is the revelation that the Control Society has reached a stage, level, or dimension even imagined by the classics that have traced its contours in the last century.O objetivo do trabalho é apontar algumas interfaces surgidas com as reais possibilidades trazidas pela inteligência artificial (IA) e as condições e estruturas de poder centralizado. O que articula as premissas trazidas no texto, entre Tecnologia Política – ainda que como conceito –, é a possibilidade de um Totalitarismo Digital. Assim, observamos desde um país que digitaliza praticamente todo o Poder Público até a capacidade já existente de a IA manipular este mesmo poder, como se fora aplicar um tipo de Golpe de Estado Digital ou coronelismo digital – algo que conhecemos, de certo modo, na realidade política nacional (com as Fake News). Utilizamos uma breve revisão bibliográfica – uma vez que se trata de fenômeno político e tecnológico muito recente – e uma injunção com os problemas/desafios que se revelam concretamente para a Ciência Política. Portanto, utilizamos o método indutivo, partindo de conjecturas específicas para aspectos gerais e a pesquisa do tipo bibliográfica com a revisão da leitura de autores da sociologia, filosofia e do direito. Procuramos contextualizar com notícias da mídia digital em um recorte temporal de janeiro a agosto de 2018. O resultado mais visível que se observa é revelador de que a Sociedade de Controle alcançou uma fase, nível ou dimensão sequer imaginada pelos clássicos que desenharam seu contorno no século passado
