Migration is a resident from one place to another with the aim of staying or not. Migration is part of population mobility. Population mobility is the population from one area to another. Population mobility is permanent (permanent) and some are temporary (non-permanent). This thesis is entitled "Implementation of Population Services and Civil Registration in Ordering the Administration of Migration (Moving and Coming) to residents in Pekanbaru City, Riau Province". The research was conducted with the aim of seeing and describing how the Department of Population and Civil Registration of Pekanbaru City provides administrative services (alarms for moving residents to come) and to see what are the obstacles in providing administrative services (moving to come residents). To obtain this data, the authors used a questionnaire, interview and observation. Data analysis was carried out by steps, namely by determining the quality of the answers which have a scale range of 1-4. Analysis of the services carried out by the Department of Population and Civil Registration of Pekanbaru City, in order to order based on administration (moving to come) this competes with the results of a questionnaire containing 14 questions and the overall results have (GOOD CATEGORY), but there are still some obstacles such as still lacking Implementing apparatus and further education, lack of supporting facilities and infrastructure in supporting the completion of administration of the immigrant population such as computer databases are still the same as other services, there are still many people who have not been able to play an active role in the management of their relocation, and there are no longer any cases of prosecution at city entrances Pekanbaru and supporting factors for adequate computer specifications, employees who are waiting for good community service from the previous office. The author's suggestion for the Department of Population and Civil Registration of Pekanbaru City is that there is a need for additional apparatus, additional facilities and infrastructure, Return to socialization to the lowest level, a special schedule in serving immigrant residents who are far away, there are strict regulations, procurement of mobile cars to serve places which is far from the central office, the yustisi operation has been reactivated. Following the development of increasingly modern times, the Department of Population and Civil Registration of Pekanbaru City must be able to improve services according to the needs of the various communities in advance of the problem of Migration (moving to come) which continues to increase every year
