Fungsi Dan Kedudukan Dinas Lingkungan Hidup dan Kehutanan Provinsi Riau Dalam Penyusunan Kajian Lingkungan Hidup Strategis Terkait Rencana Tata Ruang Wilayah Provinsi Riau

Government Regulation Number 46 of 2016 concerning Procedures for Conducting Strategic Environmental Studies mandates that the Central Government and Regional Governments are required to make Strategic Environmental Studies to ensure that the principles of Sustainable Development have become the basis and are integrated in the development of a region and/or Policies, Plans, and/or Programs. In carrying out the identification and formulation of strategic issues for sustainable development, Government Regulation Number 46 of 2016 mandates the involvement of the community to collect suggestions, opinions, and responses from the community and stakeholders carried out by the Team for the Preparation of the Strategic Environmental Study Document on the Riau Province Spatial Planning 2017-2037 which was formed through the Decree of the Governor of Riau Number Kpts. 817/X/2017 dated 2 October 2017. The main problems of this research are: 1) What is the function and position of the Riau Province Environment and Forestry Service in the Preparation of Strategic Environmental Studies related to the Riau Province Spatial Plan to realize sustainable development? 2) What are the factors that hinder the Environment and Forestry Office of Riau Province in Compiling a Strategic Environmental Study related to the Riau Province Spatial Plan? This type of research is included in the observation research group. Meanwhile, judging from its descriptive analytical nature, it is hoped that the results of this study will be able to provide a systematic, detailed and comprehensive picture. Based on Riau Governor Regulation Number 74 of 2016 concerning Position, Organizational Structure, Duties and Functions, and Work Procedures at the Riau Province Environment and Forestry Service, one of the tasks and functions of the Riau Province Environment and Forestry Service is to prepare an Environmental Protection and Management Plan. and Provincial-scale Strategic Environmental Studies and based on other sectoral laws and regulations, one of the tasks and functions of the Riau Province Environment and Forestry Service is to prepare a Strategic Environmental Study. The process of compiling the Environmental Study of the Riau Province RTRW 2017-2037 was carried out by the Environmental Study Working Group (Pokja) which was formed through the Decree of the Governor of Riau Province Number 817/X/2017 concerning the Establishment of a Strategic Environmental Study Preparation Team for Regional Spatial Planning (KLHS RTRW) Riau Province 2017-2037 chaired by the Head of Bappeda Riau Province and the factors that hinder the Environment and Forestry Office of Riau Province in conducting a Strategic Environmental Study, including Juridical Factors, Political Factors and Budgetary Factors
