The sustainability of public-owned broadcasters remains uncertain. One of the ways in which society intervenes in this scenario comes from mechanisms of participation in the management and editorial production levels, which can strengthen them by increasing the visibility of their relevance for citizenship and the fulfillment of the right to communication and information. This paper verified, through document analysis, whether public participation as a principle and practice was or was not incorporated by Brazilian public broadcasters as an organizational commitment.
