A POLÍTICA DE ASSISTÊNCIA SOCIAL NO BRASIL EM TEMPOS DE ULTRANEOLIBERALISMO E DE CONSERVADORISMO

The article aims to analyze the Social Assistance policy in Brazil from 2016 onward, considering the regressive measures, fiscal adjustments and budget cuts that have promoted the underfunding of Social Assistance and threatened the Unified Social Assistance System. The analyzes are based on a critical and dialectical theoretical framework, built on a bibliographic and documentary study, with reflections on State action within the scope of the Unified Social Assistance System and its consequences for individuals and families in the current pandemic scenario. resulting from Covid-19. The results showed that the productive restructuring of capital based on the flexible Toyotist pattern; the capitalist crisis unleashed from 2008; the State's counter-reforms, such as Constitutional Amendment No. 95/2016; and the health issues resulting from Covid-19, have configured a regressive scenario for SUAS, with a deepening of class, race/ethnicity and gender inequalities,historically and socially constructed in the Brazilian reality, with significant limits for democracy and citizenship.O artigo objetiva analisar a política de Assistência Social no Brasil a partir de 2016, considerando as medidas regressivas, os ajustes fiscais e os cortes orçamentários que têm promovido o desfinanciamento da Assistência Social e ameaçado o Sistema Único de Assistência Social. As análises estão pautadas em um arcabouço teórico crítico e dialético, construídas com base em estudo bibliográfico e documental, com reflexões sobre a ação do Estado no âmbito do Sistema Único de Assistência Social e os seus desdobramentos junto aos indivíduos e famílias no atual cenário de pandemia decorrente da Covid-19. Os resultados mostraram que a reestruturação produtiva do capital com base no padrão toyotista-flexível; a crise capitalista desencadeada a partir de 2008; as contrarreformas do Estado, a exemplo da Emenda Constitucional nº 95/2016; e as questões sanitárias decorrente da Covid-19, têm configurado um cenário regressivo para o SUAS, com aprofundamento das desigualdades de classe, raça/etnia e gênero, histórica e socialmente construídas na realidade brasileira, com significativos limites para a democracia e a cidadania
