EVALUASI PERAN PEMERINTAH DAERAH DALAM UPAYA MENGURANGI SAMPAH PLASTIK DI INDONESIA

The problem of rubbish, especially plastic waste, is a problem that has been sought for a solution for a long time now. Because this problem has a significant impact if left to affect various areas of life such as health, environment, and economy, the problem of plastic waste must receive special attention from the government in each region. This research aims to analyze the regulations in some regions related to reducing plastic waste and provide input and ideas regarding this matter. This research uses normative methods. The results of our research show that there are still many regional governments that have not made regulations regarding the reduction of plastic waste. In addition, the regional governments that have made regulations regarding the reduction of plastic waste are not optimal yet, so the problem of plastic waste is unaccomplished optimally.Keywords: Local Regulation; Plastic waste; Preservation of the environment; Permasalahan sampah, terutama sampah plastik merupakan masalah yang sejak dahulu masih terus dicari jalan keluarnya hingga sekarang. Karena masalah ini memiliki dampak besar yang apabila dibiarkan akan memengaruhi berbagai bidang kehidupan seperti, kesehatan, lingkungan, dan ekonomi. Persoalan sampah plastik ini perlu mendapatkan perhatian khusus dari pemerintah di masing-masing daerah. Tujuan penelitian ini adalah untuk menganalisis regulasi di beberapa daerah berkaitan dengan pengurangan sampah plastik sekaligus memberikan masukan dan ide berkaitan dengan hal tersebut. Metode penelitian ini menggunakan metode penelitian hukum yuridis normatif. Hasil penelitian menunjukkan bahwa masih banyak pemerintah daerah yang belum membuat regulasi terkait pengurangan sampah plastik. Selain itu, pemerintah daerah yang telah membuat regulasi mengenai pengurangan sampah plastik masih belum optimal sehingga permasalahan sampah plastik belum terselesaikan secara optimal.Kata Kunci: Pelestarian Lingkungan; Regulasi Daerah; Sampah Plastik;AbstractPlastic waste is a classic problem as a result of human activities. Mounds of plastic waste will have a significant negative impact so that if stranded rampant, it will affect various sectors of life such as health, the environment, and the economy. The plastic waste problem needs special attention from the government in each region. The regional regulations that have now been framed do not impact reducing plastic waste in each region. This study aims to analyze regulations in several regions related to reducing plastic waste and provide ideas to lessen it through the Penta Helix model. This research method uses normative methods. The study results show that many local governments still have not specifically made regulations related to reducing plastic waste. The results demonstrate that the Penta Helix elements have not been fulfilled. In addition, implementing local government regulations is still not optimal; hence the plastic waste concern is an assignment for each region to unravel.Keywords: Environmental preservation; Regional Regulation; Plastic waste.AbstrakPermasalahan sampah plastik merupakan problema klasik sebagai dampak aktivitas manusia. Timbulan sampah plastik akan berdampak negative secara signifikan, sehingga apabila dibiarkan akan berpengaruh terhadap ragam sector kehidupan seperti, kesehatan, lingkungan, dan ekonomi. Persoalan sampah plastik ini perlu mendapatkan perhatian khusus dari pemerintah di masing-masing daerah. Regulasi daerah yang sekarang sudah disusun tidak memiliki dampak apapun pada pengurangan sampah plastik di masing-masing daerah. Tujuan penelitian ini adalah untuk menganalisis regulasi di beberapa daerah yang berkaitan dengan pengurangan sampah plastik sekaligus memberikan masukan dan gagasan untuk menguranginya melaui penggunaan model Penta Helix. Metode penelitian ini menggunakan metode penelitian hukum yuridis normatif. Hasil penelitian menunjukkan bahwa masih banyak pemerintah daerah yang belum secara terkhusus membuat regulasi terkait pengurangan sampah plastik. Hasil penelitian menunjukan bahwa elemen-elemen Penta Helix belum terpenuhi. Selain itu, pelaksanaan regulasi oleh pemerintah daerah masih belum optimal sehingga persoalan sampah plastik masih menjadi pekerjaan rumah setiap daerah untuk menyelesaikannya.Kata kunci: perlindungan lingkungan; regulasi daerah; sampah plastik
