The distinctive paper is devoted to theoretical foundation of localization of the solution of two-dimensional problem of theory of elasticity based on B-splines and finite element method (FEM). The initial operational formulation of the problem within discrete-continual approach is presented, some topical aspects dealing with construction of normalized basis functions of a B-spline are considered, finite element approximation of the problem is described, governing formulas for the corresponding local stiffness matrix are obtained.
