Educational Projects and Programs of the Confucius Institute in Russia

The article is devoted to the system analysis of the educational activities of the Confucius Institute in Russia. The main focus of the Institute’s work is the active distribution of educational programs aimed at popularizing the Chinese language and culture, as well as introducing a wide range of Russian people to various Chinese educational programs and conducting academic exchanges of universities in China and Russia. The Confucius Institute in Russia pursues a consistent policy of building an extensive institutional system and operates on the basis of leading Russian higher education institutions, becoming an intermediary in coordinating joint educational projects of Chinese and Russian universities, while also functioning as an independent institution in the format of a “cultural center”. The aim to the authors is to designate general prospects for the development of the Network, pointing to the existing structural and functional problems of the Institute and to provide some practical recommendations, the introduction of which will allow to expand the educational activities of the Institute and increasing its role in intercultural communication in Russian society. The specificity of the methodology of this study is expressed through recognition and application in the analysis of the combination and merger of complex area studies and comparative research methods. In the course of the work, the following scientific approaches and methods were used: problem-historical and civilizational approaches, systemic and structural-functional methods, value-normative and deductive-inductive methods. The application of the problem-historical approach made it possible to identify the dynamics and goals of the spread of Chinese science, culture and language in Russia through the creation of Confucius Institutes in a historical context, presented the general conditions and prerequisites for their further development. The civilizational approach has revealed a China-specific sociocultural paradigm for the development of educational institutions abroad. The systematic method made it possible to present China's educational policy on the dissemination of the Chinese language and national culture on a global scale as a complex phenomenon. The structural-functional method gave an understanding of the foundations of the work of Chinese universal educational projects. The value-normative method gave methodological grounds for considering the problem of constructing a unified system of teaching the Chinese language in the context of Chinese national culture. The deductive-inductive method was used to comply with the conceptual logic of the study. The authors come to the conclusion that as the Confucius Institutes is directly subordinate to the State Chancellery for the dissemination of the Chinese language it is entrusted by the Chinese government with the mission of implementing a policy of “soft power” in the field of education, consisting in large-scale educational and propaganda work abroad. The leaders of China and Russia must find a balance between the rapidly developing Confucius Institutes in Russia and some of the political problems stemming from their spread.Статья посвящена системному анализу образовательной деятельности Института Конфуция в России. Основными направлениями работы Института являются: активное распространение образовательных программ, направленных на популяризацию китайского языка и культуры, а также ознакомление широкого круга россиян с различными китайскими образовательными программами и проведение академических обменов между университетами Китая и России. Институт Конфуция в России проводит последовательную политику построения разветвленной институциональной системы и работает на базе ведущих российских вузов, являясь посредником в координации совместных образовательных проектов китайских и российских университетов, а также функционирует как независимый институт в России в формате «культурного центра». Цель статьи - обозначить общие перспективы развития сети, указав на существующие структурные и функциональные проблемы Института и дать некоторые практические рекомендации, внедрение которых позволит расширить образовательную деятельность Института и повысит его роль в межкультурной коммуникации в российском обществе. Специфика методологии данного исследования выражена через признание и применение при анализе комбинации и слияния комплексного страноведения (area studies) и методов сравнительного исследования. В ходе работы использовались следующие научные подходы и методы: проблемно-исторический и цивилизационный подходы, системный и структурно-функциональный методы, ценностно-нормативный и дедуктивно-индуктивный методы. Применение проблемно-исторического подхода позволило выявить динамику и цели распространения китайской науки, культуры и языка в России через создание Институтов Конфуция в историческом контексте, представить общие условия и предпосылки для их дальнейшего развития. Цивилизационный подход выявил специфическую для Китая социокультурную парадигму развития образовательных учреждений за рубежом. Системный метод позволил представить образовательную политику Китая по распространению китайского языка и национальной культуры в глобальном масштабе как сложное явление. Структурно-функциональный метод позволил понять основы работы китайских универсальных образовательных проектов. Ценностно-нормативный метод дал методологическое обоснование для рассмотрения проблемы построения единой системы преподавания китайского языка в контексте китайской национальной культуры. Дедуктивно-индуктивный метод был задействован для соблюдения концептуальной логики исследования. Авторы приходят к выводу, что, поскольку Институты Конфуция напрямую подчиняются Государственной канцелярии по распространению китайского языка, китайское правительство поручает ему проводить политику «мягкой силы» в области образования, заключающуюся в широкомасштабной просветительской и пропагандистской работе за рубежом.
