This article studies USSR's unique experience in recognizing credentials issued by foreign educational institutions. It pays particular attention to the special circumstances of the country's involvement in education internationally in this respect. Because its definitions of basic terms in higher education did not correspond with those of its Western partners, cooperation between the USSR and foreign countries was mostly limited to UNESCO's standards, as well as bilateral agreements with "friendly" states.
