The main objective of this study was to define at-risk groups according to personal, socioeconomic and roadway characteristics and identify potential countermeasures that could enhance the road safety of these groups. The findings are based on an analysis of human factors that combined socioeconomic conditions of the drivers, obtained from the Census database, and education/enforcement characteristics, obtained from studies conducted by the Kentucky Transportation Center. The socioeconomic variables were extracted and related to the crash database utilizing the driver's zip code information as the common link. The report is organized in four sections. Section 1 provides an introduction. Section 2 presents the methodology used in the analysis. Section 3 presents the results of the analysis and leads to the proposed countermeasures. Section 4 presents and discusses the possible countermeasures. The Appendix provides the complete set of variables examined.140
