La escuela contemporánea afronta la formación de ciudadanos cuya apropiación de la lengua oral constituye un factor de inclusión en diversos ámbitos de la acción social, lo cual implica potenciar en las presentes generaciones un dominio comprensivo y expresivo oral, tendiente a favorecer la democratización de las relaciones que establecen con el mundo actual en el ejercicio de su ciudadanía y, su participación responsable en el espacio público común.
