The Andean Community (CAN) has promoted regional integration for 50 years, focusing on economic and commercial aspects. During this time it has refused (except in the years after September 11, 2001) to discuss security issues, despite the fact that its countries have very lively and complex dynamics. From this perspective, the main interest of this work is to characterize this discussion, highlighting the role of the United States to foster an agenda that monopolizes the discussion but that at the same time promotes its own interests, as well as the dependence of the institutional trajectory that limits these countries to consider integrating in this area.
