Community Perception of the Performance of the Village Head in Increasing the Development of Titi Merah Village, Limapuluh District, Batubara Regency

Desa Titi Merah merupakan suatu desa yang berada di Kecamatan Lima Puluh Kabupaten Batu Bara.Keperdulian aparatur desa dalam pembangunan infrastruktur dikategorikan kurang optimal karena kurang kerjasama antara masyarakat dengan aparatur desa.Penelitian ini bertujuan untuk mengetahui persepsi masyarakat terhadap kinerja Kepala Desa dalam meningkatkan pembangunan dan faktor-faktor yang mempengaruhi persepsi masyarakat terhadap kinerja Kepala Desa.Penelitian ini menggunakan metode kualitatif. Informan penelitian ini adalah Kepala Desa sebagai informan kunci, dan perangkat desa sebagai informan utama serta masyarakat sebagai informan tambahan. Hasil dari penelitian menunjukkan bahwa kinerja Kepala Desa dalam meningkatkan pembangunan desa yang baik belum sepenuhnya terwujud, hal ini dilihat dari kinerja Kepala Desa belum berjalan dengan baik.Masyarakat mengatakan Kepala Desa dan pemerintah desa belum sepenuhnya mewujudkan kinerja pemerintah desa serta pembangunan desa yang baik. Dan faktor yang mempengaruhi proses pelaksanaan kinerja Kepala Desa yaitu kurang koordinasi antara Aparat Desa dalam menanggapi masalah yang terjadi di masyarakat.Titi Merah village is a village located in the sub-district of fifty coal districts. The concern of the village apparatus in infrastructure development is categorized as less than optimal due to lack of cooperation between the community and the village apparatus. This study aims to determine community perceptions of the performance of village heads in improving development and the factors that influence community perceptions of village head performance. This research uses qualitative methods. The informants of this research are the village head as the key informant, and the village apparatus as the main informant and the community as additional informants. The results of the research show that the performance of village heads in improving good village development has not yet been fully realized, this is seen from the performance of village heads that has not gone well. The community said the village head and village government had not fully realized the performance of the village government as well as good village development. And factors influencing the implementation process of the village head's performance, namely lack of coordination between village officials in responding to problems that occur in the community
