Sebagian besar keluhan konsumen kepada PDAM Tirtanadi berupa keberatan bayar atas tagihan yang tidak sesuai dengan frekuensi pemakaian sehingga dapat menyebabkan konsumen mengalami kerugian. Permasalahan yang dihadapi konsumen tersebut belum seluruhnya terselesaikan dengan baik. Berdasarkan hal tersebut maka penulis tertarik untuk meneliti lebih jauh dengan judul: TANGGUNG JAWAB PERUSAHAAN DAERAH AIR MINUM (PDAM) TERHADAP KERUGIAN KONSUMEN DAN MELONJAKNYA REKENING AIR AKIBAT KEBOCORAN INSTALASI DALAM. Tujuan dari penelitian ini untuk menjelaskan dan menganalisis permasalahan yang diangkat dalam skripsi ini yaitu untuk mengetahui Bagaimana bentuk pelaksanaan ganti kerugian terhadap kelalaian yang dilakukan Perusahaan Daerah Air Minum (PDAM), Bagaimana upaya Perusahaan Daerah Air Minum (PDAM) dalam menyediakan air bersih pada konsumen, Bagaimana upaya PDAM dalam mengatasi melonjaknya rekening akibat kebocoran instalasi dalam. Metode penelitian yang digunakan menggunakan metode pendekatan yuridis normatif. Bahan penelitian terdiri dari bahan hukum primer, sekunder dan tersier. Penelitian ini bersifat deskripsi-analitis dan untuk melengkapi data penelitian tersebut didukung dengan melakukan wawancara . Hasil Penelitian yaitu bentuk pelaksanaan ganti kerugian terhadap kelalaian yang dilakukan Perusahaan Daerah Air Minum (PDAM) berupa restitusi atau pengembalian uang yang akan dimasukan pada rekening bulan berikutnya, upaya Perusahaan Daerah Air Minum (PDAM) dalam menyediakan air bersih pada konsumen mengacu pada standar air bersih layak minum berdasarkan Peraturan Menteri Kesehatan (PERMENKES) Nomor 907 tahun 2002 tentang Kualitas Air Minum, upaya PDAM dalam mengatasi melonjaknya rekening akibat kebocoran instalasi dalam dengan perbaikan pipa sebelum water meter (pipa persil), baik biaya perbaikan maupun pemakaian air menjadi tanggung jawab PDAM, namun apabila kerusakan atau kebocoran pipa setelah water meter maka segala pembiayaan ditanggung oleh pelanggan air minum. Most of the consumer complaints to PDAM Tirtanadi are in the form of objections to paying bills that are not in accordance with the frequency of use so that it can cause consumers to experience losses. The problems faced by consumers have not been completely resolved. Based on this, the author is interested in researching further with the title: RESPONSIBILITY OF REGIONAL DRINKING WATER COMPANIES (PDAM) TO CONSUMER LOSS AND SURVING WATER ACCOUNTS DUE TO LEAKAGE IN INSTALLATION. The purpose of this study is to explain and analyze the problems raised in this thesis, namely to find out how the form of implementation of compensation for negligence by the Regional Drinking Water Company (PDAM) is, how the efforts of the Regional Drinking Water Company (PDAM) in providing clean water to consumers, How is the PDAM's efforts in overcoming the soaring accounts due to leaks in internal installations. The research method used is a normative juridical approach. Research materials consist of primary, secondary and tertiary legal materials. This research is descriptive-analytical and to complete the research data it is supported by conducting interviews. The results of the study are the form of compensation for negligence by the Regional Drinking Water Company (PDAM) in the form of restitution or refunds that will be included in the next month's account, the efforts of the Regional Drinking Water Company (PDAM) in providing clean water to consumers refers to clean water standards. drinking water based on the Minister of Health Regulation (PERMENKES) Number 907 of 2002 concerning Drinking Water Quality, PDAM's efforts to overcome the increase in accounts due to internal installation leaks by repairing pipes before the water meter (persil pipe), both repair costs and water usage are the responsibility of PDAM, However, if the pipe is damaged or leaks after the water meter, all costs will be borne by the drinking water customer
