Analysis of Bureaucratic Ethics in Public Service Studies at the Medan District Head Office Helvetia

63 HalamanEtika, termasuk etika birokrasi mempunyai dua fungsi, yaitu: pertama, sebagai pedoman, acuan, refrensi bagi administrasi negara (birokrasi publik) dalam menjalankan tugas dan kewenangannya agar tindakannya dalam organisasi tadi dinilai baik, terpuji, dan tidak tercela. Kedua, etika birokrasi sebagai standar penilaian mengenai sifat, perilaku, dan tindakan birokrasi publik dinilai baik, tidak tercela dan terpuji. Etika birokrasi dalam pelayanan publik selama ini belum sepenuhnya dapat dijalankan dengan baik sesuai dengan aturan dan standar yang telah ditetapkan. Penelitian ini bertujuan untuk mengetahui etika birokrasi dalam pelayanan publik dan menganalisis faktor-faktor yang mempengaruhi penerapan etika birokrasi dalam pelayanan publik di Kecamatan Helvetia Kota Medan. Penelitian ini dilakukan secara deskriftif dengan mengambil sampel dari aparat kecamatan dan kelurahan sebanyak 50 orang dan sampel dari masyarakat sebanyak 47 orang. Hasil penelitian ini menunjukkan bahwa Etika birokrasi dalam pelayanan publik di Kantor Camat Kecamatan Medan Helvetia Kota Medan yang diukur dari, kebenaran (truth), kebaikan (goodness), keindahan (beauty), kebebasan (liberty), persamaan (equality), keadilan (justice), secara umum belum sepenuhnya dapat terlaksana dengan baik terutama yang berkaitan dengan aspek kebenaran, kebaikan dan keindahan. Faktor-faktor yang mempengaruhi pelaksanaan etika birokrasi dalam pelayanan publik di Kantor Camat Kecamatan Medan Helvetia Kota Medan adalah: faktor kepemimpinan dan sumberdaya. Dari kedua faktor yang berhubungan tersebut faktor sumberdaya manusia yang berkaitan dengan kemampuan dan keterampilan memiliki tingkat signifikansi yang sangat nyata atau sangat signifikan terhadap kinerja pelayanan publik. Perbaikan dari faktor-faktor yang mempengaruhi kinerja pelayanan terutama peningkatan dan penyempumaan pada aspek: kemampuan dan keterampilan, sistem dan prosedur pelayan, faktor organisasi, pengawasan, konsistensi aparatbirokrasi dalam pelayanan serta faktor komunikasi, hal-hal tersebut diatas akansecara linear menaikkan kualitas pelayanan kepada masyarakat. Ethics, including bureaucratic ethics, has two functions, namely: first, as a guide, reference, reference for state administration (public bureaucracy) in carrying out their duties and authorities so that their actions in the organization are considered good, commendable, and not reprehensible. Second, bureaucratic ethics as a standard of assessment regarding the nature, behavior, and actions of the public bureaucracy is considered good, not reprehensible and commendable. Bureaucratic ethics in public services so far have not been fully implemented properly in accordance with the rules and standards that have been set. This study aims to determine bureaucratic ethics in public services and analyze the factors that influence the application of bureaucratic ethics in public services in Helvetia District, Medan City. This research was conducted descriptively by taking samples from the sub-district and village officials as many as 50 people and samples from the community as many as 47 people. The results of this study indicate that bureaucratic ethics in public services at the District Office of Medan Helvetia, Medan City as measured by truth, goodness, beauty, liberty, equality, justice ), in general it has not been fully implemented properly, especially with regard to aspects of truth, goodness and beauty. The factors that influence the implementation of bureaucratic ethics in public services at the Medan Helvetia District Head Office, Medan City are: leadership and resource factors. Of the two related factors, human resource factors related to abilities and skills have a very real or very significant level of significance on the performance of public services. Improvement of the factors that affect service performance, especially improvement and refinement in aspects: abilities and skills, service systems and procedures, organizational factors, supervision, consistency of the bureaucratic apparatus in service and communication factors, the things mentioned above will linearly increase the quality of service to the community.
