Public Service Accountability and Transparency in the Management of Business Domicile Certificates (Study at the Panipahan City Village Office, Pasir Limau Kapas District, Rokan Hilir Regency, Riau Province)

108 HalamanPermasalahan di Kantor Kelurahan Panipahan Kota adalah ketika pegawai yang bekerja disana tidak memenuhi tanggung jawabnya sebagai seorang aparatur negara. Mereka tidak memperdulikan persyaratan dalam mengurus surat keterangan domisili usaha. Dengan permasalahan tersebut peneliti tertarik melakukan penelitian ini dengan tujuan melihat Akuntabilitas dan Tranpransi di Kantor Kelurahan Panipahan Kota serta melihat apa saja hambatannya. Teori Ratminto dan Winarsih adalah teori yang digunakan peneliti untuk melihat segala aspek Akuntabilitas dan Transparansinya. Adapun Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan tipe deskriptif dan mengumpulkan datanya dengan cara observasi, dokumentasi, serta wawancara kepada informan penelitian. Akuntabilitas di Kantor Kelurahan Panipahan Kota belum tercipta dengan baik dimana Akuntabilitas kinerja dan Akuntabilitas Produk yang masih bermasalah. Transparansi di Kantor Kelurahan Panipahan Kota juga belum sepenuhnya tercipta dengan baik dimana Transparansi manajemen pelaksana, prosedur, tanggung jawab pejabat, janji pelayanan, standar pelayanan, dan informasi pelayanan yang masih sangat kurang terbuka. Kesulitan untuk mencapai Akuntabilitas dan Transparansi tersebut karena Kantor Kelurahan Panipahan Kota memiliki beberapa hambatan diantaranya Kurangnya tanggung jawab pegawai, kurangnya sarana dan prasarana, serta baik lurah dan pegawai tidak memiliki inisiatif untuk melengkapi kebutuhan Kantor yang seharusnya ada di setiap instansi pemerintahan. The problem at the Panipahan Kota Kelurahan Office is that employees who work there should not be considered the responsibility of a state apparatus. They do not care about the requirements in managing a business domicile certificate. With these problems, researchers are interested in conducting this research with the aim of looking at Accountability and Transparency at the Panipahan Kota Kelurahan Office and seeing what the obstacles are. Ratminto and Winarsih's theory is a theory used by researchers to look at all aspects of Accountability and Transparency. The method used in this study is a qualitative method with descriptive type and collects data by means of observation, documentation, and interviews with research informants. Accountability at the Panipahan Kota Kelurahan Office has not been created properly where Performance Accountability and Product Accountability are still problematic. Transparency in the Panipahan Kota Sub-district Office has also not been fully realized properly where the transparency of management implementation, procedures, official responsibilities, service promises, standard services, and information services are still very less open. To achieve Accountability and Transparency, the Panipahan Kota Kelurahan Office has several obstacles, including the lack of employee responsibilities, lack of facilities and infrastructure, and both the lurah and employees do not have the initiative to complete the needs of the office that should exist in every government agency
