Enhancing the Transparency of Provincial Business Environment to Support the Development of Private Economy (A Survey in Central Provinces)

In Vietnam, the business environment, especially in the provincial business environment there is a strong and direct impact on the birth and development of the private sector. Although it has improved, however the business environment in Vietnam is still very much limited, in which transparency is considere to be the biggest limitation. This causes negative impacts on the development of private enterprises and socio-economic developments of the country. This article synthesizes theoretical bases, the notion, the evaluation criteria and building scale to assess the transparency of the business environment in general and the provincial business environment in particular. Based on the data obtained through the survey on a sample consisting of 530 private enterprises in the province in the central region, the article was aimed to evaluate the transparency of the business environment in provincial areas, then to propose solutions to overcoming the poor transparency of provincial business environment, creating a strong incentive for attracting investment and improving development of enterprises in general, and the private sector in particular
