KEBIJAKAN PEMERINTAH DAERAH ISTIMEWA YOGYAKARTA DALAM PENGELOLAAN SAMPAH PERSPEKTIF MAQASHID SYARI’AH (STUDI KASUS: DI TPA PIYUNGAN KABUPATEN BANTUL)

The waste management policy is one of the actions taken by the Yogyakarta Special Region Government in dealing with the increase in the volume of waste. The policy is contained in the DIY Regional Regulation Number 3 of 2013 concerning the Management of Household Waste and Waste Similar to Household Waste. Due to the increase in the volume of waste in DIY, especially in the Piyungan TPA by receiving 750-770 tons of waste per day. Garbage that is not managed properly and properly can lead to waste in the Piyungan TPA. So the authors are interested in researching the policies of the Yogyakarta Special Region Government in waste management at the Piyungan TPA as well as in the Maqȃshid Syarȋ'ah Perspective. In this study, researchers used field research methods (field research). The nature of this research uses descriptive analysis research as well as an empirical juridical approach. The data sources used are primary data sources derived from interviews with the DIY Environment and Forestry Service, the Piyungan Integrated Waste Disposal Unit (TPST) Office and several residents around the Piyungan TPA. While the secondary data sources come from books, journals, previous research, and documents related to this research. While the theory used in this research is the theory of Government Policy and Maqȃshid Syarȋ'ah. The results of this study indicate that first, the DIY Regional Regulation Number 3 of 2013 concerning Management of Household Waste and Types of Household Waste, is still not fully implemented in Piyungan TPA. This can be seen from the amount of generation that increases every year, the waste processing method used in the Piyungan TPA which is not in accordance with the DIY Regional Regulation Number 3 of 2013, the lack of budget has also triggered the delay in handling waste. Piyungan landfill management. Second, waste management in the perspective of Maqȃshid Syarȋ'ah according to its level is included in the darurriyat level. Because waste is a fundamental problem for mankind. So that the increasing volume of waste in the Piyungan landfill will be a trigger for other losses and if it is not managed properly it can pose a risk of damage to human survival.
