Transport is a stimulus for economic growth. The Inner City and Outer Ring (ICOR) of Durban have experienced major degradation over the last two decades due to other newly developed, competing, and more affluent areas such as Umhlanga, Westville, Shongweni, Ballito. Many residents and larger businesses have therefore relocated from the Central Business District (CBD). Over the years the funding allocated to the area was reduced, while the demand for infrastructure services and maintenance increased across the Municipality which, negatively impacted this once vibrant area.
