ALASAN TURKI DALAM INISIASI KERJASAMA KEAMANAN DAN MILITER DENGAN GOVERNMENT OF NATIONAL ACCORD LIBYA PADA TAHUN 2019

Libya is fragmented into dualism of government and civil war after the Arab Spring. This condition threatens Turkey's position in rebuilding comprehensive relations were disrupted after the collapse of the Muammar Gaddafi regime. To that end, Turkey initiated security and military cooperation with the GNA (Government of National Accord) which is the interim government in Libya. Uniquely, this initiation confirms that Turkey has abandoned its positive image and its mediator role in the Middle East. This research uses the theory of the Adaptive Model of Foreign Policy by James N. Rosenau to see factors encourage Turkey to initiate this cooperation. Based on this theory, there are external factors, is a weakened relationship with the United States alliance, competition between the United States' alliance partners, especially Turkey and the UAE (United Arab Emirates) in the Middle East and maritime boundary disputes in the Eastern Mediterranean. Internal factors are Turkey's oil and gas exploration activities in maritime boundary dispute areas in the Eastern Mediterranean and the dominance of the AKP (Adalet ve Kalkınma Partisi) party which carries strategic depth and the political vision of 2023 in foreign policy. President Erdogan's leadership as a political elite is also a leadership factor that has an influence in the initiation of the cooperation
