In accordance with the innovation and advancement of information technology that is happening more quickly, sophisticated and global, and can provide freedom of access to information for everyone. This can also be seen from the increasing number of pilgrims from various backgrounds, education levels, ages, ethnicities, customs, and lifestyles, as well as changes in the number of prospective pilgrims from year to year. This study aims to determine the adoption process of SISKOHAT, the elements that support and hinder SISKOHAT, and the Implementation of the SISKOHAT Application for Hajj and Umrah Services in the Religious Sector in Government at the Ministry of Religion of Nganjuk Regency. The author of this study used a descriptive methodology and a qualitative approach. In this case, the author acts as a human instrument (Human Instrument), namely that in qualitative research the researcher himself acts as a research instrument that determines the focus of research, selects informants as data sources, collects data, evaluates data quality, analyzes data, interprets data, and draw conclusions about the results. SISKOHAT is a tool to create a data collection system for Hajj services, especially an application system to handle all Hajj data based on information technology. In charge of managing registration, hajj document database, BPIH accounting, hajj transportation database, hajj accommodation placement database, public information, hajj health information system, and hajj officer database. With the use of this system, registrants and pilgrims will be able to receive information about how the Hajj will be performed quickly and conveniently. The following are some of the features of the SISKOHAT implementation mechanism: In serving the Hajj registration process, the first stage involves connecting a network for connectivity that operates online and in real time, namely the SISKOHAT host computer with BPS BPIH and the SISKOHAT Regional Office. Ministry of Religion. The second phase involves provinces and centers operating the SISKOHAT network to speed up the process of hajj administration and document services. The third stage is to build connections and run the SISKOHAT network for data and information processing services during the Hajj operational period at the Saudi Arabian Embarkation, including transportation, lodging, especially public information and hajj health, as well as post-hajj at the central Ministry of Religion. Through the implementation of this system, the government aims to improve the managerial capabilities of SISKOHAT.
