STRATEGI KPU KOTA MALANG DALAM MENINGKATKAN PARTISIPASI PEMILIH PADA PEMILIHAN GUBERNUR JAWA TIMUR 2018

Elections are very important moments in the democratic process to form a democratic government. KPU as an election management institution in Indonesia has the responsibility to direct the public to participate in the implementation of general elections, so that elections can run properly and with the principles of democracy. Voter participation is one of the needs so that the sustainability of democracy and the political system does not experience obstacles. The problem here, the role of the community in elections is still low because of ignorance of the community how important it is to participate in elections, especially for ordinary people who still lack knowledge about politics. Political awareness of the public to participate actively in elections needs to be increased in accordance with the mission of the Malang City Election Commission "Increasing political awareness of the people to participate actively in elections to realize the ideals of a democratic Indonesian society". The duties and authority of the KPU in organizing elections are not solely related to the parties participating in the election, but also must be with the public as voters or who actively participate in elections. The purpose of this study is to find out how the Strategy and constraints or obstacles of KPU Malang City to increase voter participation in Governor Election 2018. The method used in this research is descriptive qualitative. The results of the study show the strategies used by the Malang City Election Commission to increase voter participation include: Information dissemination through multi-channel communication media at each stage appropriately, both through print, electronic media and through from-from non-formal organizations in society. Increasing the capacity and quality of the election organizers (Capacitiy Buliding). Functioning proportional government institutions at the village level. Building harmonious cooperation and coordination with the electoral desk / government and regional governments, mass media, and related institutions in the regions, Consistent in implementing regulations in Governor Election 2018. Achieving this strategy is constrained by obstacles from the constraints of Budget and Human Resources. Budget limitations of the KPU have limited infrastructure and supporting facilities, and limited human resources have caused problems in the DPT
