IMPLEMENTASI KEBIJAKAN VAKSINASI DALAM PENANGGULANGAN COVID-19 DI DAERAH PLANDAAN KABUPATEN JOMBANG

The government has taken various measures to deal with the COVID-19 pandemic. One of them is the vaccination policy. The Indonesian government has taken a policy in implementing COVID-19 vaccination with the issuance of Presidential Decree 99 of 2020 concerning Vaccine Procurement and Vaccination Implementation in the Context of Overcoming the COVID-19 Pandemic. There was a refusal of a number of residents to vaccinate due to fear of side effects after being vaccinated. Another reason is that no one has yet been able to ensure the safety of the Covid-19 vaccine from the Chinese company, Sinovac. Controversy arose regarding the existence of administrative and criminal sanctions for anyone who refuses to carry out the Covid-19 vaccination. The purpose of the study was to determine the implementation of a George C Edwards III policy in the implementation of the COVID-19 vaccination policy in Jombang Regency. This research is a type of descriptive qualitative research. This research was conducted in the village of Plandaan, Jombang Regency. Data analysis in this study was carried out using an interactive analysis model introduced by Miles and Huberman which consisted of the stages of analysis, namely: Data Reduction, Data Display, and Conclusion/Verification. The results showed that there were still people who were afraid of being vaccinated and hindered the implementation of vaccination policies but could be overcome through oral communication in the form of socialization provided by the RT and health personnel or vaccinators at the vaccination site. The human resources responsible for the implementation of the COVID-19 vaccination are adequate and have good performance, as can be seen when the first stage of vaccination was carried out, although only 800 vaccinators still achieved the target group of vaccine recipients. The implementers of the COVID-19 vaccination policy were selected and appointed in line with the skills possessed and considered selective from the Jombang District Health Office and then distributed in several COVID-19 vaccination sites. The structure of an existing bureaucracy is that of the Jombang District Health Office organization. In addition, it has also been determined regarding the implementation of COVID-19 vaccination in the Minister of Health Regulation (PMK) no. 84 of 2020 which was implemented quite well from the policy implementer
