ANALISA ATAS TUJUAN HUKUM PENGAWASAN DAN PENGENDALIAN TERHADAP PEREDARAN DAN PENJUALAN MINUMAN BERALKOHOL DI KABUPATEN SITUBONDO

Social problems among the community will experience changes. And will always develop following changes from society itself. The people of Situbondo are no exception, especially when viewed from the background of the people of Situbondo district who are religious, comfortable, safe and peaceful. This is because there are many Islamic boarding schools scattered from end to end of Situbondo district. However, all of these things were deemed inappropriate, as if the comfort, security, and tranquility were false due to the widespread distribution and sale of alcoholic beverages in the Situbondo district. It discusses the legal objectives of the supervision and control of alcoholic beverages in the Situbondo Regency which aims to know and understand (1) How the Situbondo Regency regulates the supervision and control of the circulation and sale of alcoholic beverages and (2) What is the legal purpose in the Situbondo Regency Regional Regulation regarding supervision and control over the circulation and sale of alcoholic beverages. The research method uses a normative juridical approach, whose primary data source is obtained from laws and regulations in the form of the Situbondo district regulation no. 2 of 2018 concerning supervision and control of the circulation and sale of alcoholic beverages related to the problems studied. Secondary data is obtained from books, scientific articles, journals, and comprehensive media. The results of the research and discussion are (1) the Situbondo district regulates the supervision and control of the circulation and sale of alcoholic beverages by establishing and enacting regional regulation no. 2 of 2018 concerning supervision and control of the circulation and sale of alcoholic beverages, (2) the legal objectives in this regulation. Situbondo Regency regarding supervision and control of the circulation and sale of alcoholic beverages. to provide legal certainty as an effort to prevent the misuse of alcoholic beverages which can cause disturbances to peace, public order and public welfare. In conclusion, in order to supervise and control the circulation and sale of alcoholic beverages in the Situbondo district, the local government establishes and enforces local regulations concerning the supervision and control of the circulation and sale of alcoholic beverages and has a clear legal objective to create a safe, comfortable and peaceful society. all elements of the people of Situbondo Regency to remind each other to monitor and maintain peace with one another
