This report aims at responding to work-based adult education providers network initiators needs for better understanding their context and key stakeholders with the potential to enable them to scale up. Thanks to this report, partners of the Net-Works project – as well as other potential organisations interested in creating or strengthening networks of work- based adult education providers – may identify key actors, potential beneficiaries, relevant legislation and financial instruments into force in the analysed countries.
