With the development of new generation technology and the low-carbon economy, the smart low-carbon city has become one of the academic hotspots. Many studies on it have begun; however, the dynamic mechanism is rarely involved. Therefore, this paper uses the Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) method to creatively take a quantitative study on a Chinese smart low-carbon city’s dynamic mechanism.
