Because of growth in the number of international students, together with the continuing competitiveness of the cross-border market, issues of national regulation have become increasingly important for both commercial and policy reasons. In recent years several export nations have revisited their handling of matters of pastoral care. The research reported in this paper is part of a larger study of the social and economic security of international student in Australia and in New Zealand.
