This paper develops a robust methodology to aggregate indicators of water supply accessibility by the urban poor in developing countries. The methodology includes both linear and non-linear mathematical modeling. The results obtained are examined in terms of the variation of values from different scenarios and the factors responsible for good or poor performance of urban water supply. The methodology could be used by planners and managers for any type of urban service planning and management
