Populism is often viewed as vehicle for greater inclusion. However, the example of the Aksi 212 movement i Indonesia provides and example of a religiously oriented populist movement that has served to further fracture the Islamic community in the nation. This exlcusionary element, based on specific veiws and interpretations of religion, is a serious challenge for development as it is increasingly difficult to ascertain community views and determine how to approach the leadership. This chapter serves as a model of the community perspective in Indonesia
