STUDI DESKRIPTIF PELAKSANAAN TUGAS POKOK GURU PEMBIMBING KHUSUS PADA SEKOLAH INKLUSIF

ABSTRACT Special teachers are teachers who will provide assistance and services to students with special needs who have difficulty in school education inclusive. This purposes of this research is (1) describe the implementation of the basic tasks special teachers in inclusive schools Gedangan District of Sidoarjo, (2) describe the constraints experienced by special teachers in the implementation of its core functions in inclusive schools in District Gedangan Sidoarjo, (3) describe a solution to overcome obstacles special teachers experienced in the implementation of a main task in inclusive schools Gedangan District of Sidoarjo.This research was a descriptive qualitative research subjects were special teachers, classroom teachers, and principals in Inclusive school the district Gedangan Sidoarjo. The data collection techniques used observation, interview and documentation. While the data analysis qualitative descriptive study used data reduction stage, presentation of data, and draw conclusions.The results of this study concluded (1) The main task of special teachers in inclusive schools in the district Gedangan Sidoarjo less in accordance with the Ministerial Regulation No. 70 of 2009, (2) Constraints faced by special teachers come from internal sources associated with lack of knowledge and skills of participants students with special needs, limited time special teachers and staff, the availability of special teachers in schools have not been fulfilled and special teachers not knowing and their duties and responsibilities. While external constraints related to the needs of learners with special needs are heterogeneous. (3) the solution of internal constraints is to increase the knowledge and skills of special teachers with a variety of training, adding educators to assist learners with special needs. While the solution of the external constraints that provide specialized service programs for learners with special needs in accordance with their needs, improve inter-agency cooperation with education and health services with well maintained and expanded so that learners with special needs get appropriate services according to their needs.
