Cyprus: Towards Reintegration or Final Division? The Annan Plan, the EU and the Future of Greek-Turkish Relationships?

La résolution du conflit chypriote est une question à la fois parallèle et au cœur du rapprochement gréco-turc en cours. Comme le rapprochement, la question chypriote se situe désormais dans un cadre européen qui a bouleversé la donne. L’île, toujours divisée, est entrée dans l’UE le 1er mai 2004. Cependant, deux autres événements (novembre 2002) ont également contribué à changer le statu quo : la publication du nouveau plan des Nations Unies (plan Annan) qui propose le modèle constitutionnel suisse et tient compte de l’acquis communautaire ; la victoire du parti AKP aux élections législatives turques et l’arrivée au pouvoir de Recep Tayyip Erdogan qui semble préparé aux transformations de la politique extérieure turque nécessaires à l’adhésion à l’UE, y compris en ce qui concerne Chypre. Cette contribution se propose donc d’expliquer pourquoi les dirigeants du parti AKP, d’origine islamo-nationaliste, pourraient réussir là où Turgut Özal avait échoué. La mobilisation des Chypriotes turcs en faveur du plan Annan est un élément crucial de cette possible réussite. Il faut ensuite expliquer pourquoi le plan Annan satisfait une majorité de Chypriotes turcs.Solving the Cyprus conflict is a task parallel to the Greek-Turkish rapprochement. But it is at the heart of this rapprochement too. Like the rapprochement, the Cyprus question has now a European working frame that has changed its parameters. Still divided, the island entered into the European Union the 1st of May 2004. However, two other events change also the status quo: The publication of the UN (Annan) plan for Cyprus and AKP’s electoral victory and Recep Tayyip Erdogan’s accession to power. The new Turkish Premier seems ready to implement the changes required in foreign policy for EU accession, included those regarding Cyprus. This paper tries to explain why AKP, of islamist-nationalist origin, would success. Turkish Cypriots’ mobilization in favour of the Annan plan is one of the main factors.
