Scholarly constructs and the legitimization of European policies. The circulation of knowledge on wine and the vine

En France, des corporations savantes ont acquis un monopole sur l’étude de la vigne et du vin, en promouvant un contrôle national des techniques de vinification. En 1998, le gouvernement les mobilise pour faire barrage aux prétentions de la Commission européenne sur ce terrain. Des réseaux scientifiques internationaux se constituent dans le même temps, en appui sur de nouvelles formes d’expertise. Des chercheurs français s’y insèrent et en tirent des arguments pour contester la hiérarchie académique établie. Ils invoquent l’apparition d’un « nouveau consommateur » dont les attentes imposeraient un assouplissement des pratiques œnologiques. Pour obtenir un transfert de compétence en sa faveur, la Commission s’empare de ces analyses. L’exemple de la politique vitivinicole permet ainsi d’étudier le rôle des chercheurs dans la légitimation des réformes européennes.In France, scientific networks have managed to get a monopoly on vine and wine know-how by pushing for nationalized control over authorized wine-making techniques. In 1998, the French government made the most of their assessments to counter the European Commission’s efforts to encroach on that sector. Meanwhile, international scientific networks based on new kinds of expertise were formed at about the same time. Some French scientists got involved and, in those networks, found arguments to challenge the established academic hierarchy. They emphasized the rise of the “new consumer”, whose tastes would bring about a change in existing oenological practices. In order to gain control over policymaking in this sector, the Commission appropriated their findings. This concatenation of knowledge transfers shows how scientists are involved in legitimizing European policies
