This paper mathematically frames the relation between window-based and rate-based source congestion control algorithms when the assumption of variable round-trip time conditions is introduced, and then it proposes a new, rate-based control designed to be suitable for use by multimedia streams. The behavior of the new strategy is assessed by simulation, demonstrating that it exhibits good responsiveness and satisfying smoothness, guaranteeing consistent and intra-fair throughput allocation. Moreover, a simple version of the control can be readily implemented resorting to RTP basic functionalities
