Public-Private Partnerships in Developing and Implementing Public Services and Facilities in Cities

Saudi Arabia has established its Vision 2030 and is now implementing several new programs and initiatives to realize this Vision. The Privatization Program and Shareek Program (to enhance the role of the private sector) is one of the major programs launched to develop and implement public services and facilities in cities utilizing Public-Private Partnerships models (PPP). This paper describes the models and ways to develop and implement public services and facilities in cities, as well as discussing the role of players/partners, by using the PPP case of Toll Roads. Due to many similarities between the Indonesian experience and the Saudi counterpart, Indonesia’s long learning curve with PPPs can provide the Saudi National Center for Privatization & PPP (NCP) with inspiration and useful lessons. Thus, the research methodology is based on primarily on exploring Indonesian PPPs. The paper demonstrates the importance and the vital role of PPP models as a sustainable development approach that will help Saudi Arabia achieve the objectives of Vision 2030 in developing and implementing public services and facilities in cities.
