This paper presents the design of a low-cost phase shifting mechanism for a circularly polarized antenna element that uses a partially transmitting surface (PTS) placed above the element. Designs for achieving a continuous phase variation, ranging from either (i) 100 to 700; (ii) or 100 to 430 are presented, the former with a wider phase range of 600 but a relatively narrow impedance matching bandwidth, as compared with the latter design whose phase range is 330, but the impedance bandwidth is wider.
