In activities related to the assignment of human capital (HC), many factors need to be taken into consideration. All stakeholders\u27 activities involved from the simplest operation to the final decision making task, are crucial to the success of the task assignment process. In our case, instead of minimizing the importance of the human factor, we proposed a selection and assignment system which prioritizes the importance of the human resource. Managing the Risks associated with an enterprise\u27s HC activities is an integral part of the management strategies that should be in place. Enterprises\u27 Human Systems Integration (HSI) and Management teams must delineate methodologies to address risks related to all activities to ensure goal achievement across the enterprise. The effective management of human capital (HC) based risk is of utmost importance for corporate success. This research effort introduces several common approaches associated with the development of a computerized human capital selection and assignment system, it then focuses on prevention and risk methods, then outlines an straight forward cost benefit analysis to mitigating risk for the proposed system. The Program Manager (PM) the Human Resources manager (HRM) are the main stakeholders of the Selection and Assignment System, as such, they should effectively manage any risk involved with the proper utilization, operation and maintenance of the system. Failure to perform effective risk management can cause programs and tasks to exceed costs, delay schedule, miss critical performance targets, or exhibit any combination of these problems
