The purpose of this study was to find out how human resources in improving services at the Office of Archives and Libraries of Palembang City. This study uses a qualitative descriptive analysis technique. Human resources at the Office of Archives and Libraries in the city of Palembang are employees who are very familiar with the ideal archiving and library system, have the skills, expertise and are able to make the archive and library system good. Empowerment through work positions with employee expertise has gone well because employees have been placed according to the skills they have even though they are not from library science.
