The reasons for the development of a load-frequency controller are discussed. Then a simplified model of a two area power system is developed with one area being represented by two generators thus allowing consideration of unit participation. One of these generators is a modern reheat unit and the other an older non-reheat unit. The second area is represented by a single generator. An integral squared performance index is developed from several general specifications. This performance index utilizes weighting coeffecients to allow adjustment for a particular engineer's spcifications. Optimal controllers are designed for both a single area and the entire system.
