Waste handling in the community is still a serious problem where garbage is still scattered without serious handling by the Regional Government. The Environmental Service of Indragiri Hulu Regency has not handled the waste optimally in Rengat City, so there is still a lot of garbage scattered about because the transportation of the canoes has not been carried out every day. Indragiri Hulu Regency Environmental Agency policies in handling solid waste include Effectiveness, Efficiency, Adequacy, Leveling, Responsiveness and Accuracy. The purpose of this study was to determine the inhibiting factors in evaluating the task of the Indragiri Hulu Regency Environmental Service in transporting garbage at the Rengat City Market. The research method used is a quantitative method with data collection techniques through observation, questionnaires, interviews and documentation. Discussion The handling of waste at the Rengat City market has not been carried out optimally, resulting in accumulation of garbage. Conclusion The task of the Environmental Service of Indragiri Hulu Regency in Transporting Garbage at the Rengat City Market has been carried out but it has not been maximized where it is known that the time frame for transporting waste is not yet on time, there has been no addition of trash bins so that waste can be accommodated perfectly resulting in improper accumulation of garbage. Researchers suggest that the Environmental Agency of Indragiri Hulu Regency carry out daily waste collection, increase garbage collection officers, and increase the number of waste collection fleets
