Tanggung Jawab Pengelola Parkir Terhadap Kehilangan Barang Di Parkiran Luar Mall Ska Kota Pekanbaru

ABSTRACT Parking is a transportation need where the vehicle stops for a while or for a long time, then the driver leaves the vehicle because every trip with a vehicle always starts and ends in the parking lot we see many parking spaces, such as on the roadside, in buildings or shopping centers, and in the field area provided. The parking relationship that arises between parking users and managers is in the form of a goods storage agreement. The responsibility of the parking manager for the loss of goods parked outside the Pekanbaru City SKA Mall, the author formulates two main problems, namely first how is the parking manager's responsibility for lost goods outside the Pekanbaru City SKA Mall, secondly what are the obstacles in the parking manager's responsibility for losing goods parked outside the Mall SKA city of Pekanbaru This study aims to determine the responsibility of the parking manager for the loss of goods in the parking lot outside the SKA Mall Pekanbaru City. And knowing the obstacles in the parking manager's responsibility for the loss of goods in the parking lot outside the SKA Mall Pekanbaru City. The research approach used is a qualitative descriptive approach, with the population in this research being parking managers and parking users outside SKA Mall Pekanbaru. The results of the study concluded that the responsibility of the parking manager in the event of a vehicle loss in the parking lot outside Mall SKA Pekanbaru City, namely; parking managers only help find and provide information to the authorities, only replace helmets that are lost due to their own negligence and do not provide vehicle replacement because it refers to the standard clause in the parking retribution ticket. So far, this has not been implemented so that many motorized vehicles in public parking lots are lost. Even though this has become the responsibility of the parking manager, moreover the parking manager asks for a retribution as a parking lot service. For motorized vehicles that do not exist, especially in public parking, consumer protection has not been implemented so far
