STRATEGY OF THE ENVIRONMENT SERVICE IN MANAGING PT RIAU ANDALAN PULP AND PAPER (RAPP) WASTE POLLUTION IN PANGKALAN KERINCI, PELALAWAN REGENCY ABSTRACT JAPUTRI RAHMADANA This research is motivated by the problem of waste pollution by PT RAPP which still occurs frequently, proving that the supervision by the Environmental Service of Pelalawan Regency has not been optimal. The purpose of this study was to find out how the strategies and inhibiting factors of the Environmental Service of Pelalawan Regency in handling PT RAPP waste pollution in Pangkalan Kerinci, Pelalawan Regency. This study uses a qualitative method. The results of this study are seen from the objective indicators, namely, so that PT RAPP's waste pollution can be handled as soon as possible and does not happen again. Then from the policy indicator, namely the Pelalawan Regency Environmental Service, it follows the policy issued by the Governor of Riau Province. While the program indicators are in the form of routine supervision, routine coaching, appeals, cooperation, and reprimands. Based on the results of the analysis of the data obtained, it can be concluded that the strategy of the Pelalawan District Environmental Service has not been optimal in implementing the programs and policies of the Pelalawan District Environmental Service which tends to be less assertive in dealing with this waste pollution problem
