The Village Government is given the right to carry out participatory Village development. The village head plays a role in carrying out village development activities but there are still many that have not been targeted based on the needs of the village community. The role of the village head in village development cannot be separated from the planning stage, implementation stage, and supervision stage. The purpose of this study was to determine the role of the village head in the physical development of the village in Koto Baru Village, Singingi Hilir District, Kuantan Singgigi Regency. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The discussion of village heads in physical development activities has not been based on community aspirations and village development needs so that village development activities have not been on target. The results showed that the village head had not been maximal in the physical development of the village in accordance with the needs of the village because the community's proposals in village development activities were not used as development activities but only suggestions from the village head and village officials. . . The village development plan deliberation has not invited elements of the community as a whole so that the development plan has been determined by the previous village head. However, the authors suggest to the village head to carry out the village community development proposal, invite village community elements in Village Deliberation activities, and go directly to the village hall to see the feasibility of the physical development that will be carried out
