A birth certificate is a population administration document that must be owned b thecommunity. The management of birth certificates is generally carried out at the Population and Civil Registration Office. The Department of Population and Civil Registration of the city of Pekanbaru launched service innovations, namely in order to improve the quality of services to the community. This study aims to analyze innovation, factors supporting innovation and inhibiting factors for innovation in Birth Certificate services through the Resident at the Department of Population and Civil Registration of Pekanbaru City. This research is a descriptive qualitative research. Data were obtained from interviews, observations and documentation at the Department of Population and Civil Registration of Pekanbaru City. The analysis of this study uses five indicators of public service innovation according to Rogers, the supporting factors of innovation according to Everet M. Rogers and the inhibiting factors of innovation according to Borins and Drucker and refers to the data analysis model of Miles and Huberman. The results showed that the innovation of online Birth Certificate services through Sipenresiden had relative advantages, suitability, complexity, possibility of trial and ease of observation. Supporting factors for service innovation are the desire to change themselves and the availability of adequate facilities and infrastructure. The service innovation has an inhibiting factor, namely public understanding of the procedures or mechanisms that are still low
