Implementasi Program Kota Layak Anak Di Dinas Pemberdayaan Perempuan Dan Perlindungan Anak Kota Pekanbaru (Studi Pada Perlindungan Anak)

This research was conducted with the aim of knowing how to implement the child-friendly city program in the women's empowerment and child protection service in Pekanbaru city and to find out the obstacles faced in implementing the child-friendly city program, especially in child protection. The theory used is the theory of Donald S. Van Metter and Carl Van Horn. This type of research is descriptive with qualitative methods. Informant withdrawal technique with purposive sampling technique. The types and sources of data are primary and secondary. The results of the research on the implementation of the child-friendly city program at the Pekanbaru City Women's Empowerment and Child Protection Service. Studies on child protection are said to be poorly implemented, this is because there are still obstacles in implementing the program such as the lack of commitment from the implementers in the policy and the lack of communication in the information process between policy implementers and target target. For the conclusion that the child-friendly city program that has been formed and implemented in the city of Pekanbaru is said to be poorly implemented, this is because in the implementation of the program from Van Metter and Van Horn's theory it turns out that there are four of the six indicators that are not implemented, namely resource indicators related to the program budget provided by the government through Regional Revenue and Expenditure Budget; the attitude or tendency of the implementers related to the socialization of child protection facilities such as car protection, safe houses and 24-hour call centers; communication between organizations and implementing activities related to the implementation of community-based integrated protection in dealing with children's problems in the community; and the social and political economic environment in relation to the economic and social background in the implementation environment
