Asset inventory or asset database Secretariat of the Rokan Hilir Regency Regional is an activity to identify the quality and quantity of infrastructure and facilities physically and legally. This inventory in the form of asset data information is commonly referred to as an asset or goods database. The purpose of this study is to analyze and explain the management of regional property management in the implementation of the inventory at the Regional Secretariat Office of Rokan Hilir Regency along with the supporting and inhibiting factors. This research method is qualitative, with data collection techniques using observation, interviews and documentation and the results are analyzed with descriptive qualitative. The results of the study show that: 1) In the implementation of regional property management activities, there are still many problems, especially from damaged goods that are left alone, procurement of goods that are not in accordance with the RKBMD, purchases of goods that are not in accordance with standardization, assets that still have no security. , purchases of goods that are not recorded in the inventory book, loss of goods for which there is no administrative reporting, financing for the management of regional goods is still minimal, the performance of managers and assistants of goods management is low, weak sanctions in reporting goods. 2) The supporting factors and inhibiting factors for the management of Regional Property Management in the Implementation of the Inventory at the Regional Secretariat Office of Rokan Hilir Regency consist of organizational and managerial, as well as the lack of human resources
