The purpose of this study was to determine work competence of the employees at Batang Peranap Office Subdistrict Indragiri Hulu District and also their inhibiting factors. This research method is descriptive qualitative. Data collection techniques consisted of observation, interviews and documentation. Sources of data in this study came from interviews as primary data from informants, and supported by secondary data. Data were analyzed descriptively qualitatively. The results of the study show the work competence of the employees has not been fully optimal in improving quality services to the community.
